What it means
The card is restricted by the issuer, for example blocked for certain regions, merchants, or usage, and cannot be used for this transaction.
Why it happens
The issuer has applied a restriction such as a country exclusion, sanctions rule, or account-level block.
If you’re the cardholder
Contact your issuer to understand the restriction, or use a different card.
If you’re the merchant
Advise the customer to contact their bank; retrying will not clear the restriction.
