What it means
The issuer has flagged the card to be retained and instructs that it should not be honored, often because it may be lost, stolen, or otherwise compromised.
Why it happens
The issuer has placed a capture instruction on the card due to a security or account problem.
If you’re the cardholder
Contact your card issuer; use a different payment method to complete the purchase.
If you’re the merchant
Do not retry; treat as a fraud-related decline and offer another payment method.
