Card Not Activated

What it means

The card is new and has not been properly activated or unblocked by the cardholder.

Why it happens

A newly issued card has not been activated, so the issuer declines transactions until activation is completed.

If you’re the cardholder

Activate the card with your issuer, then try the payment again.

If you’re the merchant

Advise the customer to activate the card; a retry can succeed after activation.
